I doesnt matter whether the country is EU or not for age restrictions.
You have to fufill the minimum age restriction in the country your buying it in as well as the country your bringing it into.
Otherwise prepare to have them confiscated, at the end you dont fufill.
So check what the minimum age is where you want them from.

16 i would guess, since that's the legal age in UK to buy cigarettes. It depends what age you have to be in the other EU country to buy them.
