Pest control is probably running in the background protecting your computer from spyware. That is why it says to exit it before removing.
Are you sure the pop-up you are seeing is from pest control? It sounds like just an internet explorer window poping up making it look like you are infected. Its a commom market ploy and commom malware.

I would make sure you're up to date with the Microsoft critical updates. Use Internet Explorer to go to http://updates.microsoft.com
Also, make sure you have a legitimate anti-virus suite installed.
Avira: http://www.free-av.com/ is hands down the best free Antivirus software around, it catches more than Norton and McAffee.
Download Spybot S&D http://safer-networking.org/en/download/index.html and install it, update it, immunize you system and check for problems.
Also get AdAware Personal from Lavasoft http://www.download.com/Ad-Aware-SE-Personal-Edition/3000-8022_4-10045910.html?part=dl-ad-aware&subj=dl&tag=top5
and check for problems using it. Finally run a full system scan using your antivirus program (Avira if you just downloaded it) and let it clean.
All of the programs I've listed are legal and free for personal use, and are top notch.

It has good downloads to detect and eliminate virus/trojans/spyware
