It is meat - meaning the flesh of an animal, but it is considered differently by religions, and some vegetarians.

Meat from fish is also much healthier than meat from other animals.

Hope that clears it up.

There are different ways to define meat. If the definition is muscle tissue, fish is meat. Some ancient definitions made the distinction between fish and mammals / foul on several bases. Fishing was a different occupation than farming. Mammals and foul were used in ritual sacrifices. Fish was a daily food; mammals and foul were season fare.

Fishes are meat for dietary purposes, yes. Vegetarians do not eat fish.
However for Church ritual purposes, fishes are not considered meat; on occasions when Church discipline says to "abstain from meat," fish is still permitted.
(Similarly some Jews do not consider birds as "meat" for ritual purposes.)
