According to an article printed in March in the Guardian of the "Top 100 books You Can't Live Without" it was Pride and Prejudice. (I believe every "voter" got to list their top ten and the results were tallied up later).

I think the most popular book in England is Harry Potter, the other one is the Bible. Strange combination, I know. I'm not from England, but I'm a fanatic of Harry Potter. The whole world knows about him. But the fame of the Bible really tops the list and nothing else.

It depends what you mean by popular - what is the best selling or what is th most loved?
If it's best selling then I think that's a little unfair as books that have been around longer (eg the Bible has been around for centuries) are bound to have sold more copies.
I think the books that the people of England/Britain love most are books by Jane Austen, Charles Dickens, JK Rowling, JRR Tolkien, George Orwell, CS Lewis etc. These are books that people read in childhood through to adulthood so they are usually very well loved. And I doubt very much that most people in England sit down to read the bible as much these days.
