Well the Latin American players have little to do with the baseball draft in any format, as there is no international draft (there should be, but that is another question).
Keep in mind that each major league team has 4 - 5 minor league teams that they need to find players for - and those teams have levels that are designed for players of a certain age. So its not like the NBA or NFL where 'underage" athletes can declare for the draft and go from playing on a high school court immediately to the pros.
The only possibility for something like that to happen is if MLB goes thru with its plan to thin down the minor league systems (there were many studies on this subject done but I don't know what ever happened to them - ie if any final decision has been made yet). If it is done it really isn't going to be because of any desire to make college baseball more profitable - college baseball is always going to be the weak sister to college basketball and football.
Good question. What you suggested could happen, but I have doubts that it ever will.

In a word, No. The minor league system is too much a part of baseball's tradition, and it depends on players being drafted out of high school to survive. It also be very unfair to the Latin American players, for whom College is rarely and option.
Finally, there is just not the revenue in college baseball to motivate aministrators to pressure the leagues to protect the high school prospects.

It will never happen because the majority of baseball player are from Latin America and their education system is different from ours. Besides baseball isn't a revenue sport in the NCAA so they could care less about it, the same with track except track can get paid for running in a meet in college and they can receive endorsement deals by joining track clubs.

No. The minor league system is dependent on having a large number of players drafted every year, and restricting it to college players would massively reduce the supply of players necessary to keep the minor leagues stocked.

The only reason the others do that is it allows them to use another source (colleges) as their minor league system. W/O that they have to fund it themselves.
