Sims 2 Expansion Packs?

Is it true that you have to install the sims 2 expansion packs in the same order that they are released?

No, this isn't required.

What each expansion packs does is rewrites the saved games. You know when it asks you right beforehand if this is ok, everytime you install an expansion pack? That is what it is doing. For example, even if you do install the regular Sims 2 game, then Pets, then Open for Business, the game still will want to run on Pets, because -that- is the latest copy, and everything will work fine.
