How do i remove smeared touch up paint?

I was filling in the paint chips with touch up paint and made a blob and wiped it with a cloth and it smeared on the car paint. How do I remove it? can I use rubbing compound? tHANKs.

solvent, thinner, rubbing compound but be careful not to go through the paint.

Yes you can use rubbing compound but first a light wet sanding would be called for. If you had not wiped it off you'd have a high spot that you'd still have to wet sand and polish. But this is the right way to fix a chip. Use a very fine grit paper for wet sanding.
