i would say newlook because i got a really good pair of boots for only £20! Seriously! Primark is good but only if you don't mind them only lasting about a month or less! But then they only cost like 20p so.............. could be worth replacing them every now and then!
Also don't buy shoes online, you don't know whether they fit or whether they hurt or whether you can actually walk in them! Plus if the shoes do any of the above, some websites don't let you return them.

New Look is a great place for shoes and boots - loads of different styles etc.... and at the moment lots of boots are in the sale :)

Payless Shoestore and Wetseal(weird name, great clothes and etc.) are great stores that are affordable!!!
