Well i cant wear eye liner but i do wear mascara. If u want to look sexy without eyeliner just take a thin brush(like an unused lip gloss brush) and put a little bit of black eye shadow on it and trace it on your top and bottom eyelids closest to your eye lashes. I hope this works ; ]

yes i can help u. u can take eyeshadow and use it as eyeliner. it's easy! this is all u have to do:
1. pick an eyeshadow color that u think would look good as ur eyeliner.
2. take an angled brow brush and wet it.
3. put the damp brush in the eyeshadow and apply as if it was regular eyeliner.
4. to make it stay put or not to smudge, some brands have a eyeshadow sealer for when u use it as an eyeliner. i think toofaced has it.
for ur lashes, put vaseline on them, it'll make them thicker and appear longer, plus it makes them grow faster.
hope this helps nd good luck!

Of course =)!!
Did you know you can actually use eyeshadow as an eyeliner? First apply a lighter eyeshadow on your lid, and then, taking the side of a eyeshadow bruss, dab it in a darker colour and apply to the edges of your eyelashes.
For an eyepopping effect, apply the line all along your top lid and only half-way across your bottom lid, making sure both points meet in the corner of your eye. You can also apply the darker colour in the crease of your lid.
Hope I helped =D

Yeah just use black (or whatever colour you want) eyeshadow as the liner. Dampen your eyeshadow brush and use the thinnest point to apply to the eye. Then smudge slightly for extra effect.
As for the mascara...could you use a clear one? This will lift your lashes, but won't colour them. No7 do a product called Eyebrow and Lash Definer, for 8.50.
Also, why can't you wear these? It it is because they irritate your eyes then perhaps you just need hypo-allergenic like Almay.

Yes: Highlight color on the lid and near the brow. Medium color in the crease. Darkest color just along the lash line, thickening slightly toward the outer eye. Sorry to hear about your allergies. (Might think about permanent cosmetics.)

line eyes on top and bottom with a THIN* line of a darker color using a brush or a shadow applicator.
* make sure it's thin!!! too big and you'll look like a raccoon, which is fine, but you'll look like a raccoon
