Up to half thottle, not much power, after half engine stops responding.

--Always give year, make, engine size and model # when asking questions. We need all of that info to give an informed answer.
--If your paticular bike has power valves, they could be stuck, or the governer that opperates them is defective.
--Scooters are very demanding that the air cleaner is clean.
--2 stroke scooters will loose power after a certain rpm, if the muffler is clogged.
--Depending on the mileage of your bike, it might need piston & rings. Do a compression test. Or remove the exhaust pipe and look in the exhaust port with a flashlight and mirror. Any discoloration below the rings and/or scoring of the piston/cylinder wall - the motor will need to be rebuilt.
--When you get to the "no power" range, turn on the choke. If it runs better, then there's an air leak at the intake manifold or the crank seal.

My best "quick fix" guess would be the spark plug is fouled, or gapped wrong. Next thing i'd look at is compression pressure, followed by clogged carburetor jets/dirty bowl. After that, worn reed valves. Possibly weak spark, or incorrect spark timing, also.

Your not getting enough fuel is most likely. The carb. could be dirty, the float level to low or you need larger jets but that would only be if you did any changes in the engine.

One of the two strokes are dirty. Clean them both while your at it. Make sure you use 2 stroke oil to clean them.

Because two strokes don't have enough power to go any faster.
