Why are the streets always wet in nighttime scenes on movies & tv?

Even if it's not raining it seems they're always wet.

Cinematographers like the reflections of lights off the pavement compared to the dull look of dry asphalt. Strictly a cosmetic appeal that got carried away by being copied too often.
