You have to download the subtitles to the movie. If you bought the DVD, it might be under settings and it might let you change it to english.

you can go there to translate quotes from the movie, but without paying a professional quite a bit of money to do it for you, no. Why dont you just go buy the english version of the movie?

Short answer - no.

In theory it might be possible to run the audio track through speech recognition software, run the outputted text through a translation software and then convert it back to speech ...

... but speech recognition software is unreliable (more so when dealing with voices it isn't trained for), translation software is also unreliable, and text to speech software doesn't sound natural - and that's before you deal with timing issues.
