How de we dial a cellphone in Manila from the UK ?

Please help.
Do we omit the zero and replace it with 0063 ?
Do we also add the Manila code "2" ?
So if for example a cell-phone number is 09123526647 in Manila do we replace the "0" with 0063-2 ? Do we add the '2' as well ? yes ? No ? Confused here.
I need to make an urgent phone call and haven't a clue haven't a clue what number to dial. Thanks

It is 00 63 2 X for a Manila land line

for a mobile it is 00 63 91 X no matter where it is. Don't add the 2
