Prop rep is used in only a few local communities here in the US but used in many national elections around the world. Basically each party puts up a slate of candidates and based on the percentage of how many vote for each party that is how many of those party's candidates are elected. Another way the vote is conducted is to rank your vote for 10 candidates from 1 to 10 where you can either divide your vote to all, give all votes to one candidate, or divide it between a few candidates.

Any method where the number of representatives of a party in government is proportional to the number of votes cast for that party.

If, across the US, 6% of the voters voted Libertarian then 6% of Senators and 6% of congressmen would be Libertarian. Thats not what happens today. 6% of the US votes Libertarian and zero congressmen or senators are Libertarian. Not a good system.

The country/state is divided up into districts based on population, so that each district has approximately the same population. A representative comes from each district to voice that community's opinions.
