What does ursuratonkiichi mean?

In the jap. version of the anime Naruto, Sasuke calls Naruto usuratonkiichi, and i don't know what it means. I'm not to up on jap. vocab so yeah...

it means 'total moron' in most translations I've seen. Just like 'dobe' means dead last.
