No, it was a made up show designed to let the show mock itself, typically any slander applied to the OC would written into the show and applied to the Valley

the over abundance of Fights and parties in season one
the slutty mom seducing her daughters ex.
the lil sister sent to boarding school for 2 seasons and rarely mentioned
etc.

there were others, the show lost me mid season 2 or so, and i only watched sporadic eps. after that.
