I think its the lifters but what concerns me is the white substance under the oil fill cap. I think its condensation of oil and water. Is it possible the lifters are not getting enough oil to them? My oil change guy did not seem to worried, but I think he rode the short bus in his day. Wrenchers please respond.

It could just be condensation, but it sounds more like you've blown your head gasket, and coolant is getting into the oil. This makes the oil think and milky, and the extra thickness may be stopping the oil from getting into the lifters. Take your car to a garage, and they can pressurize the cooling system to see if you have a leak (loss of pressure with no visible sign of external leaking indicated the head gasket.) Do this soon, before the impact causes the top of the valve to mushroom.
