Here are some proposed strategic actions to better the Philippine condition:

1. Fund government programs that narrow and eventually eliminate the gap between the elite and the majority poor

2. Foster an environment that severs the very strong bonds that link these three powerful factions in Phil. society: government, big business leaders and organized religion.

3. Simplify the structure of the government, therefore centralizing the national level decision making powers to a few officials.

1. Such programs include the numerous failed land reform programs, as well as funding totally free public health care/education programs for all eligible children. The former is important because land ownership has proven to be the most effective way to promote positive economic benefits to any community, just ask the Americans who were granted free land by the US government in the mid-1800's. Education for all is key because healthy educated people are less of a financial burden on a government's coffers. This will in turn spur economic progress.
2. The intent of fracturing the church and big businesses away from the government is to remove their meddling into the business of national governance. Most of the laws and practices of the government today benefit big bizness and the Catholic Churches--at the expense of millions of hard working but poor Pinoys.

It's all very simple, really. People just have to care, be be united and act selflessly.

Who wouldn't agree to fix the ills of the Philippines. But how?
1) When the government is made up by officials mainly coming from the rich who do not understand the plight of the poor. While they keep on reciting they are doing everything for the poor, they are all empty statements because havign been rich all their life, they have never experienced how it is to live a poor man's life.
2) The second statement is the most impossible. It is a fallacy. Pray tell how can how can anybody (from the elite sector) separate from himself and his ilk (from the government sector made up of rich people) and from the organized religion (dependent on the rich sector's riches and support-therefore always follow their bidding)? Sometimes, the rich send one of their relatives to become a priest to complete the indestructible triumvirate of power.
3) I would rather go for Federalism, where you have a central government running the national affairs and the governors running the affairs of his province. That way, people who know their people better, know the province better, know better the capacity of his province to produce the income necessary to sustain its survival. People will be more inspired to work for the betterment of his place knowing that a big part of the earnings of the province will go to the betterment of people's life in that province. Only a portion of these earnings will go to the central government unlike now where all earnings of the country as a whole is managed by the central government giving only a token portion to the provinces producing them. Example: Mindanao produces about 54-60% of the GDP, but gets a measly budget for development. To me, this type of government would be better than the proposed Parliamentary government (Philippine style) where the present actors would be the same memers of the new set up. No change at all. Only in name. They will just call the rat a better name, guinea pig, but still in the same family.... rats.

You can see that the rich countries (USA, Germany, Italy, UAE ) are either pure federal form of govenrment if not a pseudo one like that of UK -Westminster system is parliamentarian in lawmaking but federal in the running of its government with all 4 states running independent of each other. The commonwealth countries of UK (Canada, Australia, India, Malaysia ..etc have followed its model.

There are two things that are holding the Philippines in the third world and one is obvious to anyone from a first world country,and one is responsible for the other but you dare not bring it up there and that is the over population brought about by the polices of the catholic church !! In 1950 P.I. was the richest country in asia but because the rest of asia is not catholic and people are encouraged to use birth control they dont have 80-100 million people with half starving while thousands are born every miniute !! All the while priests are telling everone birth control is a sin !! No government policy can EVER provide enough for such a huge population in such a tiny resource poor country !! Even an idiot can see that more people you have sharing the pie the smaller the pieces will be !! Want a better life ? Stop having children you cant feed !! Everything else you is just a finger in the dyke. Sooner or later if the people in Phil dont seperate archaic church dogma from the government,that dyke will burst !! The rest of the world can see this ,so why cant the people who live there ? I am so happy that I live in a country that god chose to bless with a government smart and strong enough to seperate church and state !! Oh and I am a practicing cathlolic who just understands how important this is to any country that wants to prosper in the 21st centry !! ALL the other problems there such as crime,violence, sexual tourism,prostitution,starvation,very high competition for scant jobs,low wages and exploitation of the many by a rich few are ALL due to to many people competeing for to little, and the desperation that fosters !! Pack 50 men and women into a small cell with no food and throw in a few slices of bread and watch what happens ! Starvation,violence,and lots of people desperate to escape !! Sound familier ?

Depends:

1. The intent is noble but what government programs would these be?

2. If the intent in no.1 is to be achieved, the so-called three powerful factions should be working harmoniously towards the common good. Why then sever their bonds instead of strengthening it?

3. Does this mean that federalism doesn't work? I would rather see Filipinos moving from one developed region to another rather than take their chances on sometimes misconstrued notions that life is better abroad.

Land reform and free public health/education programs are good programs, no debate on that. Everyone agrees on that even the landowners who find it hard to let go of their lands. Public/Education programs requires funding. (Incidentally, these programs are more prioritized by local government units than the central government). It's not a question on convincing the authorities concerned of their importance. The debate is on how to implement the means and when. Even now, as the country shows some growth in economy. It is still not felt on the lowest stratum, only those in the top seems to benefit. But eventually, this will trickle down. Look at employment, more people are now turning employed rather than being hoodlums.

2. After the Marcos regime, (which by the way, reflects how terrible it is when government solely takes the helm of power), development has been private-sector run. The unemployment problem is slowly being addressed by private sector investments with minimal government aid, (it even tends to slow things down when they meddle).
The Church even in being vocal, is still focused toward the poor. Look at what happens everytime there is a calamity, do the refugees go to social welfare establishments which are almost inexistent to many regions or do they take shelter on the local church?

I totally agree that care, unity and selflessness are the keys to it all. But then that's easier said than done.

Your proposals are good but I don't think the dirty politicians will agree with it. There are too many proposals better than that but just remained a proposal & some are just discarded or "binasura".
After all, poor Filipinos doesn't have anything to do with it & most will only move & listen when money talks. It's almost hopeless since there are too many of this corrupt politicians doing all the best they can just to make them stay where they are right now. They are craving for more money & power while the poor Filipinos are starving for justice & truth. They are the one who are like in a cockfighting pit or "sabungan" during a rallies or in the midst of any political commotion (some even shed bloods just for those useless people in the Goverment.) Powerful will become more powerful while poor will become poorer. You cannot blame that many of the Filipinos nowadays are not satisfied & don't trust our government that's why most are busy focusing on how to earn a living & work abroad. Some don't wanna go back to their motherland because of our inverted pyramid of the occupation status in Phils. I mean too many graduates & less job opportunities.
With a Politicians or government leaders like them then Filipinos are going nowhere. I know not all but mostly are corrupt. It's too easy for them to propose/ promise to the people but it is impossible to make it happen. "Puro napapakong pangako" ,
if I'm not wrong.

If only the government focus their attention after the welfare of the poor ones, the Philippines will be a better place to live in. Once the homeless would be given their shelter, the government ought to give the also their means of livelihood. Encourage them to plant trees, fruits and vegetables. Give them free education and close supervision.
Once educated, that's the time the government can finally say that they've done their best already.

Your suggestion is good for anywhere, but you have one heck of a big problem. Narrowing the gap between rich and poor will never happen.
The poor can't do anything about it, and the rich would have to give up a lot of the goodies that they enjoy. They won't give up anything. They're always scheming for more.

I am just wondering why people always blame the government and yet, they don't do anything. I guess, it all depends on each individual. Begin with yourself, and hopefully, others will find in you, the things that they all long for.
