Where did you find this quote? It most probably means that someone had a brilliant idea for a television show (or something along those lines), but the idea would go over the heads of most of the general public, who tend to be stupid. He says aim lower, as in aim for idea that will strike people of lower intelligence who constantly watch tv.

There is an existing joke between film and television industries that film is better than television. Television stars are "less famous" and "less talented" than those of film.

It was a sarcastic remark on the television industry. What is lower than television? Nothing.

It is a general stereotype that most TV viewers are not as sophisticated, intelligent, and affluent than patrons of cinema, theatre and literature. In order to have a successful TV show that appeals to a mass audience, the premise of it cannot be too highbrow, complicated, and it must be available publicly.
