Indian states (as in India, Pakistan, etc) where always fighting until they came under British / French / Dutch rule.
China was also another state that had a lot of tribes fighting amongst itself as well as the outer nations and tribes.
I am sure there are others as well

Italy under the Romans fought more wars than England.
