The crown of a hat is always the hardest part, so it's easiest to buy a hat (thrift stores, ho!) and alter it to fit what you want. If you look at pictures of Napoleon's hat with an eye toward dissecting the construction of it, you'll see that it basically looks like a wide-brimmed hat with both the front and back brim flipped up. Tack it lightly -- with a couple of stitches -- to the crown part or steam it into place. If you'd prefer a tri-cornered hat, simply tack or steam the brim up in three places instead.
A wide-brimmed felt hat would be ideal. You may be able to find one at a thrift store. If you can't find one, cut the bill off a dark baseball cap and then attach a large circle of dark matching felt for the brim. Trace the brimless ballcap to get the right size for the inside cutout of the new brim. Carefully stitch it into place by hand with small stitches. Then, fold the brim up as you would with a purchased hat.
Whichever way you make your hat, glue or sew on some trimming around the edges of the brim. This will draw the eye away from any imperfections on the hat. Honest!

What fun! Cut a big circle of cardboard. Then cut the circle in half. Stack the halves. Tape the half-circles together around the top and sides, leaving the flat bottom open.
