if a mobile home park says 50plus, does that mean anyone under 50 cant buy a mobile in that park

I can only speak for the State of Florida, but 55 and over has to have 20% available for those under the age of 55. 65 and over is a completely different story.

Yes that is what it means, state law in many states allow for an apartment or condo group or mobile home part to be restricted to over 50.

You might be able to buy the proerty, and rent it out to some one over that age. But not reside there.
