I noticed they were at half-mast about a week ago--it is a recent thing, not something I just haven't been noticing. My mother says it is because of the war; is this true? If it's not, could someone tell why they are suddenly at half-mast? I live in MA.

Half Mast is a sign of respect for the dead. Someone in your town probably died and they're honoring him/her.
