What is the cutoff point in video card selection, wherein there would be no performance difference between on (recent) motherboard built in VGA and the video card in question.

Graphics and Cad are the prerequite factors.

How could the difference between video cards be determined without purchasing and actually testing them.

The software manufacturers of the CAD programs you wish to use will certainly have minimum requirements for their products published on their website.

This would be the safest source to consult for a card that will give satisfactory performance.
Sometimes they even mention specific brands & models as well as offer free 1-800 support for questions concerning the video card you are considering & their software.


EDIT - of course there are also very highly detailed benchmarks published by the card manufacturers themselves...especially on the ATI, Nvidia & Matrox higher end models.
