My question is.....is it normal for a vice president to do this?Isnt this a military matter and usually done by field commanders in the military?

What war game exercises? No a Vice President would not be actively directing war games unless the exercise revolved around his position as VP. The chain of command for the department of defense begins with the President then the Secretary of Defense and on downward.
A vice President is largely a figure head role other than being chairmen of the Senate when it convenes. His role is important only if the President dies, is removed from office or incapacitated.

Our whole government, top military, and secret service seemed to fail so totally that day that its all unbelievable. Yes, they were having war games that day, adding to the confusion, but I don't think Cheney got involved until he was warned there could be a hijacked plane headed his way.
Of course, the president stayed at the school for a photo op even after being told we were under attack. Its difficult to imagine what was going through his mind at the time. Its no wonder there are all kinds of conspiracy theories.

Cheney may be my first determination for being the perp. He had Rumsfeld in his pocket, and certainly saved the fool Bush interior the ineffective of night. Yeah, i will see that creep beating the drum of conflict long earlier Iraq ever have been given offered to the yank people. HE provides me the creeps, the monster!

Most of the things Cheney does are not normal.. And I have always thought he controlled the strings for our puppet president.

First of all, how do you know Cheney was in charge?
I have no doubt that the U.S. government participated in - or at least knew about - the planned attacks on 9-11-01. But I doubt that Cheney, or any other government or military officials took charge of the operation. -RKO-

someone was in control on 9/11 ? -- First reports I heard on
the news media was with Bush at an airbase -- didn't see
or hear who had the air controllers do their stuff, and they did
