This is a jacuzzi tub in your bathroom, correct? Fill it with water and add a cup of dishwasher detergent to the water, turn it on and let it go. After about 15 minutes or so, empty the jacuzzi and fill it with rinse water, and run it again. Then you can fill it and use it. You can do this same thing with a cup of bleach, too. Those jets need to be cleaned every once in awhile!

You should be able to pop out the individual jet nozzles and give them a good soaking in bleach water. Use an old toothbrush to clean them by getting into every nook and cranny, rinse well. Pop them back in and run water high enough to cover the jets and let the tub cycle awhile. This should take care of the problem. What it could be is a build up of mineral deposits in your water, bath oils or bath products. Once you get them clean, remove the jet nozzles at least once a month and repeat the above process.

That seems like hard minerals, you may want to read the manual of how to clean the filters. Use a soapscum remover to clean the rest of it by first dusting it out, and then spraying it and leaving it fo 5 minutes, then wipe clean. Use a scrub brush to clean the jets.
