I have found several different websites that say different dates.

Texas did ratify the 14th Amendment on 18 February 1870 but this was after first rejecting it on 27 October 1866.

Texas also ratified the 15th Amendment on 18 February 1870.

As a note, a number of States rejected the 14th Amendment such as Georgia, Virginia, Delaware, Maryland, Kentucky, North Carolina, South Carolina, Louisiana, as well as Texas. New Jersey first ratified it and then rescinded its ratification and then finally ratified it. Oregon and Ohio rescinded their ratification. You will find (with a little research) that the federal government manipulated the legislatures of many of these States to reach ratification within them.

The 14th Amendment never met Constitutional requirements for ratification and was instead declared as ratified which was upheld in 1869 in the Court case of Texas v. White with the court opining that the federal government had the power to so declare through “right of conquest.”
