I know of no web email service that offers receipts. In the past AOL had that capability but only with AOL mail to AOL members. The only way you can request a receipt is from a stand alone email program that can request them and a receiving email program with the capability to respond. It still requires the receiver to approve the receipt. It is not a good idea since spammers can tell which addresses they send to are valid.

Most providers allow you to use their service with outlook express. I know outlook has a feature on it called "Return Receipt" which will send you back and e-mail letting you know when it has been read. The only problem with this is the person reading it will probably have it click "yes" and agree to let it send you a receipt back.
