Sounds to me like someone has a deficient moral code.
I usually reserve thumbs down for spam, and blantantly obscene or racist answers, or answers that are blantently wrong. However, for the most part, you can't really have wrong answers in this section since most are either funny or asking an opinion.
Someone who does this, especially when picking out someone specific, needs to get a clue on how to play with otehrs.
The worse part, a thumbs down does't really mean much.

Looking at the answers it seems like they`re still doing it. I`ve had it happen to me also. I found out who it was because they didn`t have the brains to give their own answer a thumbs down too.

I think it's because when someone gives a lousy answer and gets thumbs down himself he'll take it out on everyone else.
That's my theory, don't know if it's true.
The other reason is usually because of an opinion that he disagrees with. Or help on a subject he doesn't agree with (i.e. military service, abortion, single parenting, etc).
