To add to Jack W. you may also find it advantageous to hire an architect in your area. They know the building codes for permissible floor space by land size and all the set back rules. They will also be able to help you with foundation, lumber sizing, load calculation, and maybe even layout. In most cases they are a plus to have around.

non .this is business of building departament and they want you to get pemit almost for everything.I am 110% sure if you call your building and zoning departament you must get permit

if you live in usa, any change in demintion to existing structure requires a permit.
