Currently I am reading some books on how to prepare resumes for federal jobs. I looked in usajob.opm.gov for jobs and apply, but I always seem to not even get called (not pass the first screening). I currently have a bachelors degree in Information Technology, planning on getting my master starting on march 23 and hold 4 comptia certifications (will get some microsoft ones soon).

What am I doing wrong? I understand that many people prefer to work in the states and I am looking at overseas jobs.

Experience is usually the entry criteria...unless specified otherwise.

Book learning and certifications are proof that you are capable of learning, but unless you have been there, you are untested and untrained.

I looked at your site. The first sentence (on the scrolling welcome part) has quite a number of grammar mistakes. Also, you show a lot of pride in being from Puerto Rico, which is awesome because it's a beatiful place and being from there is something to be proud of...but if you are showing this to people while looking for a job in the federal government, that type of local pride is going to backfire on you. Even more so than if you had a flag of a state rather than a territory on your profile, but for the same reason: they are looking for Americans! with a capital A and exclamation mark.
Emphasize "what you have done for your country" and why you want to continue serving it.

Or you can hack some federal dept and get arrested...then the Men In Black walk in and offer you a job....lets face it you need to give more detail than what you have...IT Support, Network, Dbase, Coding. Management what is it that you are after....

Then have a look at why your resume is failing...all govt have hte same process to follow when selecting people it is about RISK management...if you are not being accepted it is because you are seen as to HIGH a RISK as opposed to others.....

Join the Army, serve your time in infantry, relist and get cert and prefs for government.

you should start with more desirable communications. Your sentence structure leaves fairly some room for progression. virtually no individual has journey popping out of school. All you are able to say is what you've executed.
