It is a fire station or the home of a sea captain.
Sea craft have a red light on one side of the boat and a green light on the other to indicate whether they are coming or going. The starboard side of a vessel is indicated with a green navigation light at night. Port side has red.
Early firehouses were manned by sea men and captains who decorated the house with a similar tradition.

They have something going ---- red light means don't stop by ---green light means come on in were open for business.
