People store fat in different places. Some people's bodies decide that under the eye is a good place. If you want to make them go away, (almost for good), consider surgery. The doctor removes the fat that makes the skin bag, then does laser on the skin. For some reason, that even the doctors don't know, laser causes the skin to tighten back up. After surgery, the fat is gone. You'll have smooth skin under your eyes. It's not a small undertaking, but not a huge one either. I had it done. If you want to learn more, e-mail me. i think there are some things you can buy at a store.
but make sure you get good sleep.
and there are those gel mask things that are good for that.
