That entirely depends on which side of the story you believe.
Conspiracy Theorist:
- 9/11 was an "inside" job by the American government to inspire fear to impose on people's lives even further by reigning in their freedoms.
Official Line:
- 9/11 was due to a minority few Islamic terrorists who opposed the US foreign policy and the democratic equality that the US stood for.
Personally, I'm of the Conspiracy Camp. I don't see how Intelligence Agencys, that have access to satelites in space that can read number plates and can see if you've waxed your top lip that morning would have been unable to see the potential risks in this. There are too many unanswered questions that make me question the factors behind 9/11, when they get answered maybe I would be persuaded over.

This is the very question that led me down the rabbit hole of the "911 truth" movement. Please query "911 truth" for some eye opening interviews of witnesses to the attacks. The official reasons never made sense to me, but now I'm pretty sure I understand.
You can double-check facts described on the videos provided via Google about the 9/11 events. Enjoy your search for the truth. You cannot believe the milk toast served by the mass media. Conglomerated media is complicit in a coverup.

Bush says it happened because the terrorists are ruthless killers who hate freedom and he didn't have a clue about their plan beforehand.
Osama says it was because the US was using the Holy lands of Mecca for military bases and operations.
Conspiracy theorists say it happened because Bush let it happen in order to gain popular support for military operations into the Mid East.
Pragmatists say it all boils down to the struggle for wealth and power.
Theology pundits say that it was a wake up call from a supernatural sentient being.
I think it happened because the US was over aggressive in exploiting the Oil resources in the region without proper regard and respect for the culture and people.

Because the terrorists wanted us to be scared of them, and wanted to bring us down by hitting the Twin Towers. Too bad it didn't work.
