It's really hard and nearly impossible to get it on a major network, unless you work for the network, or know somebody who does.
The best way to get your idea public is to present it to a small-market, or community cable station in your area. If you, or the station has the resources to make the show happen, it will be aired on the station. If it becomes popular, the networks might get notice of it, make their own version, and give you credit for the idea

try calling abc or fox and tell the person who picks up the phone to connect you to someone who will listen to your ideas. good luck with your show!

make a vidio of it and send it to the people who let you have a tv show
