My son's great-grandparents have a sturdy old wooden high chair without straps, and we just tied a dish towel through the slats and around my son's waist. A belt would work, too.

Just use a belt!
Ever been to Cracker Barrel??? they use old leather belts on their high chairs for kids...

you could use velcro straps.
