First, try to get some good rest and help clear them up. In the meantime, use a good concealer to lessen their appearance. Rimmel has one called "Recovery" (goes along with their Recovery Anti-fatigue foundation) that is great for undereye. If you're willing to spent a bit more, MAC moistureblend is totally awesome, comes in a tube with a sponge applicatior...5mL tube for about $18 but LASTS AGES and have good colour selection.
I"d suggest not using mascara on your lower lashes as that will smudge easily and create more shadows. Stick to a light/neutral coloured shadow, curl your upper eyelashes and apply a good mascara. IF all else fails, leave your eyes neutral and play up your great smile.

This is a hard one. You need to get a good concealer. Clinique makes a great one. If you don't want to spend that much, I've found the Neutrogena one available in grocery stores works pretty well. Be sure to apply it after your foundation (if you wear one) but before your powder. Use a powder to set it. Should last you all day.

Mary Kay. They have a Time Wise Face Scrub that helps dark circles and wrinkles! My mom uses it and she looks 20!

You need a makeup that gives you excellent coverage and does not harm your eyes if closely applied. I suggest Cinema Secrets or Vincent Longo. They are both good in coverage and they are not harmful to eyes.
