oh I 'm sorry..Need to be specific here.This is by the way a question of legality of marriage.How would you know that the one who solemnizes the wedding is authorize to officiate the marriage that is done at the premise of the Municipal Ofc.Isn't it more appropriate that the Mayor or the Judge should be the one to do the the civil right wedding instead of the Bishop?Lawyers please..help.Thanks.

In reality, any ordained minister or Bishop can perform the ceremony. A Bishop through a Catholic church for example has obviously been ordained to perform the act. It could be the same in a Mormon church. You may use a pastor as well because they require licensed degrees to support their religious doctoran. These civil weddings can be performed witnessed and finalized by a lawyer. Some ministers have marriage licenses for you. In current day, they can still be performed unless it just so happens to be a same sex marriage. If it is or isn't, you can contact The Monastery or by doing a search through google Universal Life Church

Yes a minister or Bishop can merely do a wedding that is not religious.

All weddings are actually civil, because it is done with a state marriage license, some are just done with a religous service, some without

Sure. A state law can potentially authorize anyone to solemnize a civil wedding.

In fact, that's exactly what happens in most states. The state is not recognizing the religious wedding as valid. Instead it is allowing the clergy to also simultaneous officiate at a civil union.

Its a bit of a contradiction in terms,once a Bishop presides then it is not a civil wedding he represents his church and marrys you with the authority of the church and state.
