You can't delete a programme from a CD. When it's on there, it's there for good. Unless it is on a CDRW and then you need to erase he whole CD.

If it's a CD-RW, which stands for rewrittable CD, you will be able to write over the file, or delete it. Use your CD burining software, such as Nero, to do the task.
If it's a regualr CD, a CD-R, the best way to delete the file is simply throw the CD away. If there are other files on the CD that you don't want to delete, copy them onto a new blank CD, then throw away the original.

CD's are read-only. You can't write to them or delete from them once the files are burned onto the CD.
If you have a Read/Write CD, you wipe and reburn it with the old contents minus the file you don't want there, but you still can't individually add and delete files.

Your machine might be infected by a virus or malware and the file you are trying to delete is part of the viral/malware process. I suggest you do an online scan if your machine does not have a security software, e.g., antivirus. Might be that your antivirus is not working effectively anymore. You have to uninstall a program rather than just delete it. The easy way is to use Ccleaner,
http://www.ccleaner.com
Then run the Issues tool, then the Cleaner.
Or click Start - control panel - add & remove programs and find it on the list, click then select Uninstall.

you can't delete files off a cd unless it's a cd-rw if it is a cd-rw and you can't delete it save all your files off it and reformat the cd-rw
