Originally, ox was used as the term for a bovine animal, the common name for the critter we now call a cow.

So a male ox was called a bull, and a female ox was called a cow.

For whatever reason, ox has become less common as the name for the critter, and cow is now used. Which leads to confusion when a female cow is called a cow, and a male cow is called a bull.

A neutered male ox is called a steer.
