my cat knocked over the pot and a little ground from top fell of .. seeds are still underground? what should i do .. and will this affect the germination

probably not if it does just reseed

It depends how deep the seeds were sown and how much ground fell off. I think you'll still get some to germinate if you can carefully put the ground back in the pot. Maybe you should put a few mm of extra soil on top and water again.

No it won't hurt them. Just cover them up again at the recommended depth for your seeds, and keep them watered. Then pot the pot in a spot where your cat can't mess with it. Cats are attracted to pots, dirt, and any kind of new vegetation.

What the heck, it may even help! It's good to rattle the sprouts around to make the stems stronger.
