What would cause a computer to go into a continious loop with resetting? It shows the dell thing then windows loading but when it hits the black screen like I'm about to get the log in screen it starts over.. BUT I can get into my computer if I go though safe mode? Note I do NOT have a burner installed so please don't recommend anything that could make me lose my files...

System restore didn't work :(

Err - thought I would expand - I don't have a burner to back up all my files..

A burner has nothing to do with it, a burner is what write to a CD. I do hope you have a CD drive, because if what I tell you to do doesn't work, you will either have to try a system repair, which will repair the system and not delete anything, but if that doesn't work you will have to reinstall windows, which is what I had to end up doing when my computer was in a loop reboot.
So here is what I want you to try first, while in safe mode try a system restore point, going back to a day before this problem, accord. To get into system restore, click start, all programs, accessories,s system tools, system restore, choice a restore point.
If that does work here are the steps for a system repair, you will either need a windows CD or the CD's that came with your computer.
Configure your computer to start from the CD-ROM drive. For more information about how to do this, refer to your computer's documentation or contact your computer manufacturer. Then insert your Windows XP Setup CD, and restart your computer.
1.
When the Press any key to boot from CD message is displayed on your screen, press a key to start your computer from the Windows XP CD.
2.
Press ENTER when you see the message To setup Windows XP now, and then press ENTER displayed on the Welcome to Setup screen.
3.
Do not choose the option to press R to use the Recovery Console.
4.
In the Windows XP Licensing Agreement, press F8 to agree to the license agreement.
5.
Make sure that your current installation of Windows XP is selected in the box, and then press R to repair Windows XP.
6.
Follow the instructions on the screen to complete Setup.
If this doesn't work then you will have to reinstall windows.

Maybe this will help.
Get into safe mode try a system restore . It could be corrupt drivers /file from a recent up date or install.

YOUR QUESTION IS SO SIMPLE
THE PROBLEM EXACTLY IS NOT WITH YOUR WINDOWS OS BUT WITH YOUR POWER BUTTON ON THE DELL MACHINE.
I WONT GO TECHNICAL BUT ILL TELL YOU IN LAY TERMS
WHEN YOU ARE SWITCHING ON THE PC THE POWER BUTTON GOES INTO THE RESET MODE AND YOUR SYSTEM STARTS FINE .
IN YOUR CASE THERE IS SOME DAMAGE TO YOUR POWER ON BUTTON .
IF YOU ARE COMPUTER EXPERT OPEN THE DELL MACHINE AND SHORT THE POWER BUTTON PINS WITHOUT CONNECTING THE CPU POWER BUTTON CABLE .

Reboots by themselves are normally caused by hardware problems, either the processor or the memory. It could be that the fan of your processor has broken down or your RAM is already defective. To find out about this, you need to open up your machine and check their conditions. Better yet, get a qualified technician to assist you.
