As a makeup artist I only like appying eyeliner at the top. But it depends on how you like it. But with liquid I only apply at the top, if its pencil I will apply at the top and bottom, when I apply it at the bottom i start in the middle to the corner. Use waterproof, and brushes. So here are some tips to follow.

Shape and define your eyes with eyeliner after you've applied eye shadow and before applying mascara. Whether you choose a soft line or a dramatic stroke, eyeliner draws attention.

Tips:

Choose an eyeliner appropriate for your eye color. Brown, navy and charcoal accent light eyes well, while brown and plum shades flatter brown eyes. Make sure your liner complements the color of your shadow.

Consider the type of look you're after. Pencil eyeliner gives your eyes soft definition, while liquid versions offer precision and drama. You can also moisten dark eye shadow and apply it with a small, flat brush.

Prepare a cake liner or a dark eye shadow by applying a small amount of water to your brush. Or, if you're using a pencil eyeliner, ensure that you've sharpened the pencil adequately.

Move the wet brush gently through your cake liner or dark shadow. Hold the brush or pencil as you would hold a pen.

Tilt your head back slightly and bring your eyes to a half-open state. This creates a good angle for application, while allowing you to see what you're doing.

Draw a line across the upper lid just above the lashes, from the inside corner to the outside corner of the eye. If you're using liquid liner, allow it to dry before opening your eyes all the way, or the color may transfer into the crease of your eye.

If you used a brush or a pencil, soften the look by gently smudging the line with your brush, a cotton swab or your finger.

Hope that helps.

You might not like my opinion, but I have to be honest. Don't use liquid. Go for a pencil. It is a softer look. The liquid is dated and heavier. However, there have been times when I have used my old liquid right over the curve in the top of my eyelid, over the pencil, if I thought it might wear off.I have found that women are nuts about eyeliner and reluctant to change. Play around with some different pencils and combinations of the two if you absolutely cna't give the liquid up.

Use one with a superfine tip on it such as Physicians Formula. They make one that is a felt tip eye marker and it goes on evenly and looks softer than other brands. To get it off, dip a q-tip in baby oil or Vaseline and just remove what you want. Also practice does make perfect with liquid eyeliner but I have found that you really do not need much practice with the Physician's Formula brand. Good luck.

Practice! Yeah, liquid can be hard, but you really just have to keep practicing. I start at the inner corner, where the lashes start, and just sweep it across the lid to the outer corner. You can add to it, if you want to go past the outer corner, like cat's eyes, or if you want the line to go to the inner corner. You don't have to do the entire line at once. You can make a thin line from corner to corner, or start thin and widen the line as it goes to the outer corner. But it does dry really quickly, so you can't correct any goofups easily. As for how to remove, any eye makeup remover would work, as well as the tried-and-true baby oil (or any oil really, even olive oil).

Place a mirror abt 45 degrees to ur face and look down that way but don't move ur head, apply dashes on ur top lids first n then fill in the spaces. To make it more natural apply it as close to ur lashline as possible.
For the lower lids pull back ur lower lids a bit using ur fingers and line them. Wait a while for them to dry and then u're done!

Apply pencil underneath and then go over the pencil line with your liquid liner. This is what a makeup artist recommended to me-

Dove foaming face wipes work well to take off makeup. try wetting one then run a q-tip over the cloth to get some of the soapy stuff on it.use the Q-tip to get the liner even, but be careful washing it off as it can sometimes stick to your lashes & rip them out.

get close to the mirror
tilt your head backwards
try to close the eye slightly which you are going to put on
if you are to put it on your right, lean your part of your palms on to your right cheek
Same way paint ur left eye.
SO, the TRICK is not to look straight in to the mirror until its dried!
Best of luck!

I should think with a very steady hand. Use eye makeup remover to get rid of it.
