For example, if you earn an associate degree, then you apply to four years college. But on four years college you screw up with your grade, and now that you want to transfer to other four years college with your assoicate degree. Do you still have to report that credits that you earn from the four years college?

Yes. It is highly unethical to withhold transcripts. At most schools, it would be grounds for academic dismissal.

Most schools have requirements that ALL transcripts from any post-secondary schools be submitted at the time of transfer.

While it is possible for a school to overlook the fact that you haven't submitted a transcript, if or when they find out, you will surely be reprimanded. I also hope, for your own sake, that you have enough integrity to not willfully disregard the academic honor code and to man-up to your past performance.

Yes, it is better to include all so that when you enroll to any other course you have chance to get credit especially if there is a requirement for electives in the course. Your extra units earned could be credited under the electives. It is best to submit the complete transcript of records.

You dont have to tell them about it. These records and grades are confidential.

If you want credit for the classes you took before than you do need to tell them.

If you dont tell them they may ask what you were doing during that time. Of which dont lie, just omit that you were at school.
