There is a system of pipes under ice surface (which is itself on top of a cement surface). All climate controlled by technicians. A bit like a huge fridge.

The floor that the ice is on is temperature controlled and can be changed so it is cold to keep the ice frozen or can be warmed up so they can play a Basketball game on it, although it wouldbe funny to watch a basketball game on ice.

in the ice are pipes what's cools down the water, when there is ice, the cooling system prevents the ice to melt.

they have some kind of things under the ice that works almost like a freezer. i think they have coils under the ice with freon running through them and that keeps it cold.
