i'm about to start reading politics and i'm a little unsure of the difference...

Top-down -- come up with a big picture, overall framework and long-term goals. Fill in the details with intermediate steps until you have filled in the entire picture in detail.

Bottom-up -- develop a few specific initiatives and plans in detail, starting which what you know you can accomplish. Then add more steps after that. Continue making increasingly complex plans after you've laid the groundwork for each previous step.

Top down. A few "elites" set the agenda and others adopt it.
Bottom up. The masses decide what needs to be done and find "leaders" to implement their ideas.
