Yea. YOure clicking too fast. Try pressing ctrl and shift then while holding them, press the c key.
Dont fret, this will world. Just continually do this and it's guarenteed to work.
YOu need to get a sims2.com account and join the BBS. YOu can get your sims 2 problems ansered easier there.

I have the same problem, only I have had the game a while, I also have all expansion packs. I installed seasons and now I can't access cheat window.
