You would need:
Modem Pool with enough lines/modems to cover your customers + room to expand your customer base.

Citrix type authentication server so you can authenticate your customers (username/password)

DHCP and DNS servers

Multiple T1 or OC3 (equiv to 10-T1's) lines. This would be at *least* equal to or faster than your combined modem pool speed.

System to bill your customers based on either flat rate or time used on line.

facility to process credit card payments for same

Advertising budget

incentives to keep your customers---buy 12 get 2 months free.....etc.
