I think what you are looking for is a WYSIWIG (what you see is what you get) HTML editor. Technically something like office can do it. If you create a word document you can select "save as" then choose HTML document and you would have the most basic of web pages.

The HTML generated in that way wont be "good" code, ideally you would learn HTML and then you could optimise the web page for the web. There are other WYSIWIG editors that are popular such as Microsoft Front Page which will do a better job than saving an office document. Usually there is some sort of wizard for these products to allow the full range of user levels from beginner to advanced.

If you have word processor software, look at Save As and see if there is choice of HTML. In most cases, besides text, photos can be inserted in WP documents.

ok First of all you are not converting the graphic 'into' HTML if you want a graphic to appear on a HTML page you use html to to reference its position in the page if you want to use that page on the web you must upload the page and the graphic up to the server.

These are technically called WYSIWYG editors. Among quite a few, the common ones used on Microsoft Windows is
1. Microsoft FrontPage (the version depends on MS-Office)
2. Macromedia Dreamweaver

There are a few others HTMLDog, if I am not wrong.

On Linux distributions
