Depends where you go...

I don't know about Bluetooth, but I just got a new laptop & had to find out where I could use wireless (free) until I got my new connection at home.

I found that Panera Bread has a free connection, and so does my local Hacienda. Barnes & Noble has wireless available, but it costs about $3.95 for 2 hrs (you have to log into the website & pay for it w/a credit or debit card before connecting...they have brochures at the store to assist.)

At both places I have found the free signals, you do have to log into the store's website first, but it is very quick & easy to do at the restaurant.

There are no bluetooth hotspots, you have to have wifi built in or purchase an adapter. You can find a list of free hotspots at:
